Much study has been done in the necessity to use ICT in the learning process. Please refer to the Government papers Transforming Learning and Teaching through ICT and Strategy for Information and Communication Technology in Education.

These documents together with many other papers make it abundantly clear that there is no question that ICT is an important tool to remain competitive as a nation and as a continent. The Government has acknowledged that it alone cannot deliver. It will require private-public partnerships. Several of these private-public partnerships still fall short in delivery in certain areas (refer Audit of Major Educational ICT projects in South Africa - by The World Economic Forum).
