Background

The South African ILITHA Project (SAIP) is essentially a human resource development strategy. There are several initiatives, from macro initiatives like NEPAD to more focussed local South African strategic initiatives, which are specifically focussed on the introduction of Information and Communication Technology (ICT) in learning as a key factor in sustainable economic development.


The need for ICT in learning is clear but the challenge is the financial resources required to deliver this objective. The South African government has acknowledged this fact and has called upon the private sector for assistance.

SAIP distinguishes itself amongst other similar projects through its unique approach, which is detailed within this document. The SAIP board believes that efficacy in delivering education through ICT is best attained by the following activities.

  • Convince the “target market” of the value and benefit derived from ICT.
  • Educate educators and community mentors computer literacy. This being the best gateway to fully exploiting ICT.
  • Facilitate effective delivery of technology infrastructure to the people.
  • Provide a support infrastructure for educators to train computer literacy.
  • Provide the infrastructure to fully exploit ICT by, for example, access to the World Wide Web (WWW), Email, E-Learning resources and Learner Management Systems (LMS). The infrastructure must be located close to the community so as to gain maximum benefit.
